despatch No.337 of 8th December, 1905. The sum of $6,000 for the Pine Ball Power on Blackhead's Hill, Kowloon, represents the estimated balance unexpended in 1906 of the amount voted under Financial Minute No.30 transmitted in my despatch No.139 of 1st June, 1906, and approved by Your Lordship's No.125 of 5th July.

$2,000 is provided for a Branch Post Office at Wanchai in pursuance of the policy of extending postal facilities in the Colony, to which approval in specific instances has been given in Your Lordship's despatches Nos.74 of 33rd April and 48 of 8th August, 1908. The necessity for a Land Office at Tai Po which is estimated to cost $15,000 was accentuated in the recent typhoon when the valuable land records narrowly escaped destruction. This work will, if possible, be put in hand during the present year.

I have inserted $15,000 for a Market near Quarry Bay on the recommendation of the Sanitary Board. There has been a considerable increase of recent years in the population of this district which depends for its supplies on a small market some distance off. The construction of new roads in Victoria is to be confined to the completion of the Conduit Road Extension and in Kowloon to a further prolongation of the Robinson Road, while in the New Territories it is hoped to start on road connections between the villages and stations on the Railway line.

New items of a miscellaneous character are $5,000 for permanent marks for traverse survey points in the New Territories
